It is possible, as the prevalence of prominent veins is an indication of just how erect it is. Thus, with a partial erection, there would still be visible veins, though they'd be much less prominent.
Remember, with an erection, part of the whole 'cum quick' fascination for guys is that the valves allowing for new blood is cut off, so if they DON'T come quickly, they could lose a particular, treasured yet small appendage.
