At the end of a story, there is typically a link to "similarly tagged stories".
I just finished "Living in Sin" by the great Al Steiner. Just for fun, I clicked on the link and got a bunch of single chapter borderline stroke stories.
I am sure they have some similar tags (MFF, Lesbian, etc.) but you could not have picked less similar stories :).

That's why I named the link 'similarly tagged stories' and NOT 'similar stories'.
I'm too old now to implement an AI that can read the stories and figure out their themes and would be able to suggest similarly themed stories.
I have growing sons. We'll see.
Have you considered prioritizing the tag list (i.e. the first are more primary then the later ones). That seems like a reasonable compromise, and while it'll likely take a while before authors adapt, as it usually does, it's not that difficult of a concept to grasp.
Though, I forgot that you changed the original, so now author simply tags a set, predefined list of tag options, rather than picking their own. So … never mind. :(
If story type and genre don't currently have higher weights than other tags, perhaps that could be considered.
And perhaps story length could also be a consideration, perhaps also with a higher weight.
