Not 100% sure but my guess they are the hospital that keep the biuldings set at a cooler tempature as this help with infection control and slows bacterial growth as well aiding in patient care. Plus the colder air help with the smell of vomite and bowl discharge.
according to the FAQ for one of my local hospitals they maintane a temp of 20°C–23°C (68°F–73°F) and that the lower temps are for all the public and working areas while the warmer temps are the paitient rooms.

You would never know it was warmer in my room when I was in the hospital 2 years ago. I had to have my wife bring me a sweater. They had the rooms at 65°F.

As part of my go pack for any time I go in, I have my laptop, my phone, a fan to keep cool among other things.

I've been in a hospital a few times. They've never let me wear anything other than a hospital gown until my discharge paperwork was in progress.

Yes, seriously. Outpatient procedures excluded. If I was admitted to the hospital and put in a room, in a hospital bed, they had me in hospital gowns.

I bring a 6 outlet power strip. One for laptop, one for phone, one for fan and one for bluetooth headphones.

I prefer a laptop and just put it on the rolling table. I have to use my phones wireless data to hookup my laptop to its Wi-Fi because the hospital's Wi-Fi blocks SOL.
I haven't been to a hospital yet that kept the room cold enough to need anything more than underwear.
